WINCHESTER — A company has been selected to replace Frederick County’s outdated public safety radio system.
The Board of Supervisors voted 4-3 Wednesday night to choose Texas-based EF Johnson and authorized the county administrator to execute a contract with the company not to exceed $20,007,471 for the system’s initial cost. An additional $8.9 million is expected to be spent on the radio system over the next 20 years.
More than two years ago, Pennsylvania-based Mission Critical Partners assessed the county’s existing public safety radio system and identified numerous problems with it, including limited capacity, no frequencies transmitted countywide and a limited number of operational channels in the event primary dispatch channels are overloaded. Some parts of the system were installed more than 20 years ago…

In addressing the council concerning the agenda item for approval of a System Purchase Agreement between the city and L3-Harris Technologies Inc., Harris said the radios that his department is currently using are outdated, difficult to repair and could pose a threat to his officers.
Harris related an incident in May 2020 in which he and a department sergeant had a burglary suspect cornered at the same time a multi-vehicle accident had many of his officers occupied. He said when he tried to use his radio to call for backup, he had to wait several minutes before he got a response due to the radio not working properly.
Per the agenda packet: “Our current and traditional radio system is dangerously inadequate and is an officer and public safety issue. Joining the newly created Granbury Regional Radio Network (GRRN) and purchasing the dispatch, mobile, and portable L3-Harris radio systems will substantially improve our communications while increasing our first responders’ safety, as well as the safety of the citizens and visitors of Stephenville…

Through the partnership agreement, Axon will share data with the RapidSOS 911 web portal that is used by more than 2,500 emergency communications centers (ECCs), RapidSOS data will be shared with Axon Respond devices in the field, and Axon’s new CAD platform will have access to all RapidSOS information. 9-1-1 fire calls will continue to be routed to the Riverside County/Cal Fire Emergency Command Center (ECC) in Perris. Nothing will change when the city’s fire department takes the reins in January…
