Since 2010, the Owensboro-Daviess County 911 dispatch center has only been fully staffed and fully trained during one 4-month period, Director Paul Nave said Thursday. He said every time one person leaves, it takes about a year to get a fully trained replacement in that role.

Given the outrageous failure of St. Louis’ dysfunctional 911 system to provide even the most basic level of protection to city residents against crime, injury and other emergencies, it’s a wonder that lawsuits like the one filed against the city this week aren’t more common. Maybe they should be.
