The woman on the line had called 911. She had her dog but was otherwise alone.
And she was terrified.
“She said she woke up and her whole house was surrounded by flames and she had no way out,” KT McNulty remembered.

Dispatchers at the Volusia County Communications Center handled nearly 12,000 calls as Tropical Storm Ian battered the area, flooding neighborhoods and trapping residents in their homes, officials said.
