Jul. 13—The Aiken City Council on Monday approved leasing land behind the city’s police headquarters to S.C. Educational Television, clearing the way for the construction of a new telecommunications tower there and the disassembly of an older one at the abandoned Aiken County hospital complex.
The lease marks a significant step forward for the long-discussed tower project, which officials have acknowledged, in one form or another, has often moved at a sluggish pace.
“This has been a long time coming,” City Council member Lessie Price said Monday. “I am excited. We should all be. It’s taken a long time.”
City Council preliminarily approved the lease in late June, teeing up Monday’s unanimous vote…

Sherri Kemp is a 911 dispatcher at MedStar in Fort Worth. MedStar already trains its staff on how to coach bystanders to administer chest-only CPR. She says her training involves keeping callers calm and walking them through the instructions step by step.
“The dispatcher tells the caller exactly what to do, where to place the hand and then they will stay on the phone and count the compressions with the caller,” she said.
The rate of chest compression matters. Matt Zavadsky at MedStar says all operators count each compression with the callers.
“The rate of compressions needs to be about two compressions, every second, so you’ll hear songs like ’Staying Alive’ by the Bee Gees,” Zavadsky said…

Marshall County Fiscal Court took a recess during its July 6 meeting to tour the E911 facility. Director Chris Freeman welcomed the court, along with many others, and gave a presentation on how it would greatly benefit Marshall County’s emergency infrastructure.
Freeman went over many positive aspects of the controversial facility, which he purports will solve many, if not all, of Marshall County’s emergency communications issues. Throughout the presentation, he stated that the 911 center goes beyond a regular dispatch center, and is a “game changer.”
“Again, this is not a dispatch center, it’s not a 911 center. It’s an emergency communications center, with hopes of regionalization in the future,” Freeman said…

Mayor G.T. Bynum has invited a group of city councilors, public safety officials and other city leaders to meet privately with him later this month to discuss where the city might establish a public safety complex.
But don’t expect a new facility to be up and running anytime soon.
“It is very rare, at least in my experience at the city, for a significant capital improvement to come together very quickly,” Bynum said.
He said there is general consensus among the people he’s spoken with that the Police Courts Building downtown is not a viable long-term option…

What Tech Can Be Used in a Deployable Operations Center?
Over the past several years, communications capabilities for first responders have advanced significantly. These capabilities can be integrated into a deployable operations center model. FirstNet, the public safety broadband network built by AT&T, offers ground-based assets such as its Cell on Wheels and heavy-duty Satellite Cell on Light Trucks communication solutions.
Providers such as Motorola offer private LTE, which allows public safety organizations to determine where, how and when private 4G LTE networks will perform. Cisco’s Ultra-Reliable Wireless Backhaul offering (formerly Fluidmesh) can provide organizations with “fiberlike performance for mission-critical applications,” according to the company…
