Alexandria, VA – APCO International officially announced that Stephen Devine has accepted the positioned of
Chief Technology Officer (CTO). Mr. Devine joins APCO after previously serving as the Lead Strategist – Public
Safety Communications, 9‐1‐1 & Emergency Management with FirstNet, AT&T Services, Inc.
As the CTO, Mr. Devine will lead APCO efforts related to Next Generation 9‐1‐1, cybersecurity and other
emerging technologies. He will be further responsible for developing new business strategies related to all
APCO technical services.
Mr. Devine has nearly 40 years of experience in public safety communications spanning from dispatch
operations, spectrum management and Project 25 technologies. His longtime focus has been on outreach to
agencies to ensure their operational needs were being met with technologies. He is a Life Member of APCO
and committed to APCO’s success and affirming its role as a leader in advocating next generation public safety
communications capabilities.

In a groundbreaking move, St. Lawrence County officials are preparing for the first significant renovations to the Public Safety Complex, 49 Court St., since its construction in 1994.
County Administrator Ruth A. Doyle said the expansive project includes a major technological overhaul and the expansion of the Public Safety Answering Point (PSAP), commonly known as the 911 center.

LINCOLN, Neb. —
Nebraska senators are ready to dial up new legislation after statewide 911 outages downed phone lines for operators at call centers.
Over the past three to four months, the Nebraska Public Service Commission says it has sought to determine the cause and scope of two widespread outages. State senators say the results will help guide the response to future disruptions at the hands of technology.
