Text of the bill—S.725, the “Enhancing First Response Act”—was not available on www.congress.gov at the time of this posting, but a press release posted on Klobuchar’s website states the bill would update the Standard Occupational Classification (SOC) of 911 dispatchers from “clerical workers” to “protective service workers.” In addition, it would require the FCC to take the following actions:

Dispatchers operated with minimal computerization, relying on handwritten logs and time clocks to track calls and officer movements.

According to a Roanoke County spokesperson Spencer was employed as dispatcher in Roanoke County’s Emergency Communications Center. He has been placed on administrative leave, pending the outcome of the investigation.
Motorola Solutions today announced that the company has acquired RapidDeploy, a provider of cloud-based solutions related to 911 that will continue existing operations in the near term and closely integrate its technology into Motorola Solutions’ portfolio in the long term.
Already halted for more than three months, California’s deployment of next-generation 911 (NG911) technology will continue to be under a “pause” at least into the spring, as the California Office of Emergency Services (Cal OES) conducts a review of the much-delayed statewide initiative to determine the most appropriate path forward.
