KINGSTON, N.Y. — Ulster County Executive Pat Ryan on Thursday outlined his plan for the construction of a state-of-the-art emergency management and government operations facility, saying in a press release that the facility will centralize critical functions from across county government “in a hardened and energy self-sufficient structure.”
