On a recent weekday afternoon on an upper-level floor of the Montgomery County Hospital District’s administrative building in south Conroe, dispatcher Andrew Scroggins received a call from a woman about 8 miles away who feared she was suffering a stroke.

Closely following a procedural script, Scroggins asked the woman on the other end about her symptoms and instructed her on what to do as MCHD paramedics made their way to her home in The Woodlands.
