CHILLICOTHE― On a Thursday afternoon last year Taylor Matson, a Chillicothe Police Department dispatcher, took actions that helped save the life of Ross County Sheriff’s Office Sgt. Eric Kocheran who was shot in an exchange at the law enforcement complex in Chillicothe.
